Here is the List of Demands
1. That every Veteran who is in receipt of 100% disability start receiving two checks every month. One from the Department of Veterans Affairs and the second from whichever insurance company holds their SGLI/GI Insurance policy. Just about each and everyone of us have paid our monthly premiums while we were on active duty. This money we paid out in premiums was to pay us or our beneficiary insurance benefits in the event of our death or total and permanent disability. It is our insurance money. We have paid for it and we want it NOW.
2. That our beneficiaries receive two checks in the event of our death from a Service-Connected injury or condition. One from the Department of Veterans Affairs and one from whatever insurance company is holding our policy. Once again we paid for the insurance protection out of our monthly pay checks. This insurance is separate, over and above, our Military and/or Veterans benefits and must be paid separately, over and above, what they receive from the Government.
3. That 1 and 2 applies to our survivors benefits that we carry with either/and/or both the Departments of Defense and Veterans Affairs. Presently most of us are paying either or both the Department of Defense and/or the Department of Veterans Affairs our money each month to pay for our survivors benefits. These are separate from our DOD and DVA benefits and our spouses must not have their rightful entitlements terminated when they reach age 62 for our wives and 65 for our husbands.
4. That the DVA stop the practice of charging our private insurance companies for the treatment we receive for our Service-Connected Disabilities and Conditions. Our Service-Connected Disabilities and Conditions are a legal liability of the United Stated. For the Department of Veterans Affairs to force us to pay their just debt with our private insurance is totally unjustifiable and wrong.
5. That we be granted our Right to Home Town Medical Care. That means that we have the Right to choose our own doctors within our own communities for the treatment of our Service-Connected Disabilities and Conditions. It also means that we have the Right to have a say in whatever treatment we receive as well as the Right to reject any treatment we feel is too excessive or is unnecessary for the treatment of our Service-Connected Disabilities and/or Conditions. It also means that in the event that we agree with our doctor that we need in patient care that we have the Right to choose which hospital we will be admitted to within our own communities. At total government expense.
6. That the United States Government make every possible effort for the complete and total accounting for all American MIA/POWs. From World War II when the Soviets kept American POW's from being repatriated after they liberated them from the German POW Camps, Korea, and Vietnam.
7. That the United States is legally liable for any and all disabilities, conditions and/or birth defects of our family members. As a result of our exposure to any and all chemical, biological, and/or nuclear agents we may have been exposed to during our tour of duty in the United States Military. As well as any adverse disabling effects they may be suffering as a direct result of our suffering from a Service-Connected physical and/or mental disorder, such as Post Traumatic Stress Disorder.
8. That the Department of Veterans Affairs must pay to those family members thus disabled Disability Compensation for their Disabilities and/or Conditions which are a result of our exposure to some chemical, biological, and/or nuclear agent. As well as our suffering from some physical or mental disorder, such as Post Traumatic Stress Disorder.
9. That every penny the Congress has misappropriated from the Social Security Treasury be returned and that those benefit which we have paid for with our monthly premiums from out of our weekly pay checks be reinstated at once. This include a livable monthly income, full payment of all of our medical expenses, and full dental coverage. This includes the cleaning of teeth, filling of cavities, and regular dental check ups with the priority placed on saving our teeth and not simply pulling them and giving us dentures.
10. That our retirement benefits from the Department of Defense be totally reinstated. This includes full medical coverage for ourselves and our eligible dependents at either a Military hospital or clinic or from a civilian doctor for our entire life. And that the United States fully reimburse every health care provider in full for the services they have given to us and our eligible dependents and to us for that portion of the doctor's bills the government has not been paying but which we ourselves have paid.
11. That the Congress of the United States repeal Section 511 and Chapters 71 and 72 of Title 38 of the United States Code. When the Department of Veterans Affairs Regional Office makes a determination we want and we will have our Right to have direct Judicial Review of any and all disagrements between us and the Department. No more of this bouncing our claims back and forth between the Regional Offices, the Board of Veterans Appeals, and the Court of Veterans Appeals.
12. That all Military Retirees receive both their full Military Retired Pay and their DVA Disability Pay at the same time without either effecting the other. Simply because a person is injured and becomes disabled from no fault of their own prior to retirement is no reason for punishing him or her.
We gave the United States Congress until November 1, 1999 to meet each and everyone of our Demands. They failed to do so. Therefore they have failed to live up to their responsibilities to each of us and the American People.
Many of our elected representatives have been going around to our Churches and telling us how they are fellow believers and how they are lead by the Spirit of God. Yet they seem to forget that when they return to Washington as they continue to betray us. They claim to be God fearing people and yet they have failed to stop the mass executions of America's Veterans in America's Killing Fields. They refuse to put an end to the suffering of America's Veterans and their families by not granting them their Right to judicial review. They continue to allow the inhuman human experiments on America's Veterans and Active Duty Military Personnel against their will and in some cases without their knowledge in violation of the Nuremberg Accord. Their actions and/or lack thereof will stand as a testament against them.
"We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, --That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness. Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shewn, that mankind are more disposed to suffer, while evils are sufferable,than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security.-- The Declaration of Independence
This is the year of Veteran Unity. Over the coming months we will let the Congress know that we are tired of their empty promises and being jerked around. We will do it in mass and in force. We gave the United States Congress until November 1, 1999 to met every last one of our demands. They failed to do so. These demands are strictly non-negotiable. Now it is up to each of us to impress this fact on each and every one of the candidates who are running for Congressby voting the incumbents out of office. By working together we did it once. We almost completely replaced the entire House and Senate and by God we can and will do it again. For those who have been with us from the beginning we know the struggle has been long and hard. We need everyone out pushing and speaking up at every possible opportunity. We encourage everyone who can to get out and to talk to people about what we are doing and about Veterans' Rights. As in the past we cannot let one candadate go without our voicing and demonstrating our support for our Rights. We must let them know that we are very serious about our Rights and that we will not stop until every one of our Rights are restored. By all means make as many copies of our List of Demands that you want and pass them out to other Veterans within your own communities. If anybody feels the need to make a personal statement to their Congressional Representative by signing a copy of our demands and sending it to them by all means feel free to do so. This is your movement and it is your Right to support it any way you can and you are Free to do so if you so desire.
We encourage everyone who can to get out and to talk to people about what we are doing and about Veterans' Rights. As in the past we cannot let one candadate go without our voicing and demonstrating our support for our Rights. We must let them know that we are very serious about our Rights and that we will not stop until every one of our Rights are restored.
By all means make as many copies of our List of Demands that you want and pass them out to other Veterans within your own communities. If anybody feels the need to make a personal statement to their Congressional Representative by signing a copy of our demands and sending it to them by all means feel free to do so.
